Alaska's Community First Choice codes and nursing in scope
The Alaska Department of Health contracts with Therap as its EVV vendor and aggregator, and runs an open choice model: an agency can use the state's Therap system free of charge or an approved third-party system. A third-party system has to meet the state's Third-Party EVV Vendor Requirements and send its visits to the Therap aggregator.
Much of Alaska's personal care runs through Community First Choice, so the codes in scope reflect that: agency-based and consumer-directed personal care and skill-building. On the home health side, Alaska's list includes specialized private duty nursing by an LPN/LVN.

One aggregator: Therap's third-party API
Alaska agencies live inside two sets of rules: Alaska Department of Health, Division of Health Care Services's, and Therap's. A REST API with a token
Each visit is posted as JSON to Therap's endpoint with a bearer token; Therap answers per visit. The field names follow the state's data dictionary and are configurable on the account.
Vendor approval
Therap approves the vendor and issues the base URL, token and data dictionary under a sponsoring provider; the state then lists the system as approved.
Near-real-time
States on Therap expect visits within a day; the software queues every closed visit at clock-out and sends within minutes.

Yes. Alaska's contracted Therap system is free to providers. A third-party system is allowed if it is approved and integrates with the Therap aggregator.
