Delaware's alternate-system rules, in the state's own words
Delaware's Division of Medicaid & Medical Assistance (DMMA) runs an open model with Sandata: an agency can use the state's Sandata system or its own, and an alternate system sends its visits to the Sandata aggregator. Since July 1, 2025, a claim for a service subject to EVV that cannot be matched to an EVV visit is denied.
Delaware is unusually specific about what an alternate system must do, because every agency that uses one signs DMMA's Alternate EVV System Attestation - one form per NPI, Medicaid ID and location. If a system cannot meet every item on it, the agency has to use Sandata instead. Every provider of in-home personal care and home health services, whichever system it uses, also registers in Sandata's provider self-registration portal with its Medicaid provider ID (MCD ID).

Manual entry capped at 10%
A backup method is required for outages and emergencies, but manual entry is the last resort and cannot exceed 10% of an agency's EVV visits.
Seven days to reach Sandata
Visit data must be uploaded to Sandata within seven days of the date of service; anything not accepted is corrected in the agency's own system and resubmitted.
Coordinates at both ends
Latitude and longitude are required on every client address and for both the start and the end of the visit, captured by phone (IVR), a device, or a mobile app.
Only administrators edit visits
Every user needs a unique login, changes to a visit are retained, and only agency administrators may manually edit visit data.
45 days' notice to switch vendors
An agency changing alternate EVV vendors must tell DMMA, Sandata and the Diamond State Health Plan MCOs at least 45 days ahead.
Programs and plans
DMMA's crosswalk maps each EVV procedure code to the Diamond State Health Plan (DSHP), DSHP Plus and PROMISE, and to the three MCOs: AmeriHealth Caritas Delaware, Highmark Health Options and Delaware First Health.

Which identifier a caregiver is known by (SSN or a custom ID), which the client is, the payer and program IDs, the reason-code table and the ID formats all come from the state's addendum — and live on the account, not in code.

Questions Delaware agencies ask
Is there a limit on manually entered visits in Delaware?
Yes. DMMA's attestation caps manual entry at 10% of an agency's EVV visits; it is meant only for system failures and emergencies.
How quickly must Delaware visits reach Sandata?
Within seven days of the date of service. Visits the aggregator rejects are fixed in the agency's system and sent again.
Do Delaware claims get denied without EVV?

Which Delaware programs does this cover?
In-home personal care and home health, fee-for-service and the DSHP managed-care plans — every service Delaware DHSS, Division of Medicaid & Medical Assistance requires EVV for. An attestation is signed by the provider and the vendor, the provider registers in Sandata's self-registration portal, and the vendor tests. Visits must reach the aggregator within 7 days; a change of vendor needs 45 days' notice.
Is there a free trial for Delaware agencies?
Yes. Delaware agencies that bill Medicaid and sign up by December 31, 2026 get 90 days free with no limit on clients: scheduling, the caregiver EVV app, documents, billing and the family portal. AI features are not part of the trial. Private-pay-only agencies get 15 days.
