Home care software built for Hawaii Medicaid EVV.
Hawaii routes EVV through Sandata (OpenEVV Alt-EVV). First Support Homecare captures every Medicaid visit with GPS clock-in and clock-out, coded reasons and an audit trail, and its Sandata connector is built to the published specification — the certification is completed with your agency as the sponsoring provider, at no cost to you.
AI does the paperwork: faxed referrals become client records and any PDF form becomes fillable in minutes. Your staff checks and signs, so a small office keeps up without another hire.

Hawaii's rules on manual edits and self-direction
Hawaii's Med-QUEST Division (MQD) made EVV mandatory statewide on December 30, 2020, and began denying claims for EVV reasons on October 1, 2021. Most members are in QUEST Integration managed care, so the health plan - not the state - is often the first contact for day-to-day EVV questions.
What Hawaii watches most closely is how often visits are fixed after the fact. MQD expects visit edits, which include visits entered manually, to stay at 15% or less, and it issued memo QI-2223 on December 1, 2022 with specific guidance on manual edits. Members without a usable phone can receive an EVV device from Sandata that captures only the start and end of the visit.

Keep edits to 15% or less
Visit edits, including manually entered visits, are expected to stay at or below 15%.
New agencies email MQD
A newly enrolled agency forwards its Medicaid enrollment approval email to [email protected] to be set up.
Self-directed members go through their plan
Members who self-direct contact their health plan (AlohaCare, HMSA, Ohana and others) for EVV training and help.
Devices for homes without a phone
Sandata can supply a device that records only the start and end of a visit.
One aggregator: Sandata's OpenEVV interface
Hawaii agencies live inside two sets of rules: Hawaii Med-QUEST Division's, and Sandata's. The software was built to both — the state's EVV requirements in the visit record, Sandata's interface in the connector — so the agency does the work once and the aggregator gets it in its own format. Open vendor model.
Three endpoints, one order
Clients, then employees, then visits, each posted as JSON and polled to completion before the next — the appendix's own rule. The software does exactly that, and reads each record's verdict back into the visit.
Certified once per state
A vendor registers with Sandata, receives UAT credentials under a sponsoring provider in the state, passes the interface test, and is then on file for every later agency in that state.
The addendum decides the codes
Which identifier a caregiver is known by (SSN or a custom ID), which the client is, the payer and program IDs, the reason-code table and the ID formats all come from the state's addendum — and live on the account, not in code.
Everything Sandata requires is the same in every Sandata state - the element-by-element requirements, the onboarding steps and the common questions are on one page. How Sandata EVV works.

Questions Hawaii agencies ask
How much manual entry does Hawaii allow for EVV?
MQD expects visit edits - including manual visit entry - to be kept to 15% or less. Memo QI-2223 (December 1, 2022) gives the details.
When did Hawaii start denying claims without EVV?
October 1, 2021, after mandatory statewide use began December 30, 2020.
Who helps self-directed members with EVV in Hawaii?
Their QUEST Integration health plan, not MQD directly.
Which Hawaii programs does this cover?
Personal care and home health under the QUEST Integration plans — every service Hawaii Med-QUEST Division requires EVV for. Certification with Sandata validates transmission and compliance with all business rules; costs are borne by the provider and vendor.
Is there a free trial for Hawaii agencies?
Yes. Hawaii agencies that bill Medicaid and sign up by December 31, 2026 get 90 days free with no limit on clients: scheduling, the caregiver EVV app, documents, billing and the family portal. AI features are not part of the trial. Private-pay-only agencies get 15 days.
