South Dakota: different systems for different waivers
South Dakota uses an open vendor model, but which free system an agency is offered depends on the program. For HOPE waiver and State Plan personal care, and for home health and private duty nursing, the state offers Therap at no cost. The ADLS waiver (Division of Rehabilitation Services) and the Family Support 360 waiver (Division of Developmental Disabilities) offer FOCOS instead.
An agency that cannot use the offered system can ask to use another. For HOPE, State Plan personal care, ADLS and Family Support 360 that means requesting written state approval for an alternative system. For home health and private duty nursing it means a third-party system, at the agency's cost, that connects to the Therap aggregator - which is mandatory for getting EVV data into the claims system.

Manual entry capped at 25%
Manual entry is a last resort, for no more than 25% of services, and a manually entered visit - or one with an exception - does not count as compliant EVV.
GPS is audited
GPS clock-in and clock-out is checked against the client's location and can be reviewed case by case by the Program Integrity Unit.
Landline IVR only from the client's line
IVR is allowed from the recipient's landline, registered to their address, when the app is unavailable and the recipient agrees.

Private duty nursing (S9123, S9124), extended aide (S9122), respiratory therapy (99503), injections (99506), therapy (G0151-G0153), social work (G0155), aide visits (G0156) and nursing visits (G0299, G0300).
One aggregator: Therap's third-party API
South Dakota agencies live inside two sets of rules: South Dakota Department of Social Services's, and Therap's. The software was built to both — the state's EVV requirements in the visit record, Therap's interface in the connector — so the agency does the work once and the aggregator gets it in its own format. A REST API with a token
Each visit is posted as JSON to Therap's endpoint with a bearer token; Therap answers per visit. The field names follow the state's data dictionary and are configurable on the account.
Vendor approval
Therap approves the vendor and issues the base URL, token and data dictionary under a sponsoring provider; the state then lists the system as approved.
Near-real-time
States on Therap expect visits within a day; the software queues every closed visit at clock-out and sends within minutes.
