Maine's two deadlines and the eight-week integration
MaineCare runs an open EVV platform: agencies can use the state-offered system or their own, connected to the MaineCare claims system (MIHMS) through Sandata's aggregator. Training registration and system documents live on the Health PAS Online portal.
Maine set two deadlines. Most affected services had to use EVV by January 1, 2021. Home health under MaineCare Section 40 had until January 1, 2024. For an agency bringing its own system, the state is plain about timing: the integration takes at least eight weeks, and longer if the agency or vendor is slow with its steps.

One aggregator: Sandata's OpenEVV interface
Maine agencies live inside two sets of rules: MaineCare (Office of MaineCare Services)'s, and Sandata's. A vendor registers with Sandata, receives UAT credentials under a sponsoring provider in the state, passes the interface test, and is then on file for every later agency in that state.
The addendum decides the codes
Which identifier a caregiver is known by (SSN or a custom ID), which the client is, the payer and program IDs, the reason-code table and the ID formats all come from the state's addendum — and live on the account, not in code.
