Home care software built for Michigan Medicaid EVV.
Michigan routes EVV through HHAeXchange (EVV Data Aggregator API). First Support Homecare captures every Medicaid visit with GPS clock-in and clock-out, coded reasons and an audit trail, and its HHAeXchange connector is built to the published specification — the certification is completed with your agency as the sponsoring provider, at no cost to you.
AI does the paperwork: faxed referrals become client records and any PDF form becomes fillable in minutes. Your staff checks and signs, so a small office keeps up without another hire.

Michigan's EVV dates by program, and the live-in exemption
The Michigan Department of Health and Human Services (MDHHS) uses HHAeXchange and lets agencies connect their own system to it. Michigan phased EVV in by program rather than all at once: fee-for-service home health first, then Home Help agencies, then behavioral health, the MI Choice Waiver, MI Coordinated Health and managed care home health.
Michigan puts real process around the live-in caregiver exemption. The caregiver must live in the same home as the beneficiary, and it must be their permanent, primary residence. The exemption must be approved by MDHHS or an approving entity, backed by two proofs of residency showing both people at that address. Exempt Home Help services still need time reporting, but they are not subject to the manual-edit compliance rules.
| When | What changed in Michigan |
|---|---|
| April 1, 2024 | EVV required for fee-for-service home health (dates of service on and after). |
| July 1, 2024 | EVV required for Home Help agency providers (personal care). |
| September 3, 2024 | EVV required for behavioral health, MI Choice Waiver, MI Coordinated Health and Medicaid managed care home health, and for Home Help individual caregivers. |
Two proofs of residency
The live-in exemption needs two documents showing the caregiver's name and the shared address. They are not needed again at annual renewal if nothing has changed.
Exemption needs approval
MDHHS or an approving entity must approve a live-in exemption; until then, EVV applies.
Community Transition Services are exempt for now
Personal care delivered through Community Transition Services is currently exempt.
Portal access through MiLogin
Access to the state's HHAeXchange portal is moving to Michigan's MiLogin sign-in.
One aggregator: the HHAeXchange Data Aggregator API
Michigan agencies live inside two sets of rules: Michigan Department of Health and Human Services's, and HHAeXchange's. The software was built to both — the state's EVV requirements in the visit record, HHAeXchange's interface in the connector — so the agency does the work once and the aggregator gets it in its own format. Open vendor model.
A REST API with a token
OAuth client credentials, a caregiver record, visits in batches of up to a hundred, and a transactions endpoint that gives each visit its verdict. Members come from the payer's feed; the visit names them by Medicaid ID.
Ten published test cases
HHAeXchange publishes its interface test: authenticate, create and update a caregiver, five visits in a batch, one visit, a missed visit, an edit, a delete, and two that must fail. The software passes all ten against a faithful mock today, and runs them against the real implementation environment with one command.
Edits and missed visits carry codes
A corrected time carries the state's edit reason and action codes; a cancelled scheduled visit can be reported as a missed visit with its own codes.
Everything HHAeXchange requires is the same in every HHAeXchange state - the element-by-element requirements, the onboarding steps and the common questions are on one page. How HHAeXchange EVV works.
