Home care software built for Indiana Medicaid EVV.
Indiana routes EVV through Sandata (OpenEVV Alt-EVV). First Support Homecare captures every Medicaid visit with GPS clock-in and clock-out, coded reasons and an audit trail, and its Sandata connector is built to the published specification — the certification is completed with your agency as the sponsoring provider, at no cost to you.
AI does the paperwork: faxed referrals become client records and any PDF form becomes fillable in minutes. Your staff checks and signs, so a small office keeps up without another hire.

How Indiana enforces EVV - and what it takes back
Indiana Medicaid (the Indiana Health Coverage Programs, IHCP) named Sandata as its state-sponsored EVV system, and its claims processor, Gainwell Technologies, configured the state's claims system to match against Sandata's data. An agency may use a different EVV system, but that system has to send a daily file to the Sandata aggregator, which holds visits from Sandata users and alternate systems alike.
What makes Indiana different is how actively it enforces. It denies non-compliant claims up front, and it has also gone back after payment: IHCP has run monthly recoupments on personal care claims that did not meet the EVV requirement. It also applies EVV to Medicare crossover claims - if a service is subject to EVV in Indiana, IHCP requires the verified visit even when Medicare, which does not require EVV, is the first payer.
| When | What changed in Indiana |
|---|---|
| January 1, 2021 | EVV required for personal care services. |
| January 1, 2023 | IHCP begins denying claims for personal care services that are not EVV-compliant (dates of service on or after this date). |
| January 1, 2024 | EVV required for home health services, after CMS approved Indiana's good-faith-effort exemption for home health. |
| April 17, 2024 | INFSSA Alternate EVV Specification version 4.2 - the file format an alternate system sends to the aggregator. |
Two recoupment codes
EOB 8015 is a full recoupment: the claim is voided and can be replaced with a new one. EOB 8016 is a partial recoupment: the existing claim can be adjusted. Corrections must be made within IHCP's standard 180-day timely-filing limit.
Crossover claims included
An IHCP-covered service that is subject to EVV still needs verified EVV activity when it comes in as a Medicare crossover claim.
Registering an alternate system
An agency using its own system registers through the state's Home Health Alternate EVV New Provider Registration form to receive alternate EVV credentials; Sandata then tests the vendor's file extract.
The service list is by code
IHCP publishes the exact procedure code and modifier combinations that require EVV, so which visits need it is decided by the billing code, not by the job title.
One aggregator: Sandata's OpenEVV interface
Indiana agencies live inside two sets of rules: Indiana FSSA, Office of Medicaid Policy and Planning's, and Sandata's. The software was built to both — the state's EVV requirements in the visit record, Sandata's interface in the connector — so the agency does the work once and the aggregator gets it in its own format. Open vendor model.
Three endpoints, one order
Clients, then employees, then visits, each posted as JSON and polled to completion before the next — the appendix's own rule. The software does exactly that, and reads each record's verdict back into the visit.
Certified once per state
A vendor registers with Sandata, receives UAT credentials under a sponsoring provider in the state, passes the interface test, and is then on file for every later agency in that state.
The addendum decides the codes
Which identifier a caregiver is known by (SSN or a custom ID), which the client is, the payer and program IDs, the reason-code table and the ID formats all come from the state's addendum — and live on the account, not in code.
Everything Sandata requires is the same in every Sandata state - the element-by-element requirements, the onboarding steps and the common questions are on one page. How Sandata EVV works.

Questions Indiana agencies ask
Does Indiana take back payments for EVV problems?
Yes. Beyond denying non-compliant personal care claims since January 2023, IHCP has run monthly post-payment recoupments, coded EOB 8015 (full) and EOB 8016 (partial), with corrections due within the 180-day timely-filing limit.
Do Medicare crossover claims need EVV in Indiana?
Yes. If the service is subject to EVV under IHCP, a verified EVV record is required even when the claim crosses over from Medicare.
When did home health EVV start in Indiana?
January 1, 2024. CMS granted Indiana a good-faith-effort exemption that moved home health EVV from 2023 to 2024.
Which Indiana programs does this cover?
Personal care under the state plan and waivers, and home health — every service Indiana FSSA, Office of Medicaid Policy and Planning requires EVV for. An alternate system registers through the state's Alternate EVV New Provider Registration form, then sends a daily extract to the Sandata aggregator per the INFSSA Alternate EVV Specification v4.2.
Is there a free trial for Indiana agencies?
Yes. Indiana agencies that bill Medicaid and sign up by December 31, 2026 get 90 days free with no limit on clients: scheduling, the caregiver EVV app, documents, billing and the family portal. AI features are not part of the trial. Private-pay-only agencies get 15 days.
