Home care software built for Colorado personal care and EVV.
Colorado routes EVV through Sandata (OpenEVV Alt-EVV). First Support Homecare captures every Medicaid visit with GPS clock-in and clock-out, coded reasons and an audit trail, and its Sandata connector is built to the published specification — the certification is completed with your agency as the sponsoring provider, at no cost to you.
AI does the paperwork: faxed referrals become client records and any PDF form becomes fillable in minutes. Your staff checks and signs, so a small office keeps up without another hire.

How Colorado checks EVV before it pays
The Colorado Department of Health Care Policy & Financing (HCPF) launched its state EVV system on October 1, 2019, and let providers use it or a system of their choice. Use was voluntary during a soft launch until August 3, 2020, when EVV became mandatory for affected services - including home health, which Colorado brought in ahead of the Cures Act's 2023 deadline.
Since February 1, 2022 Colorado has run a pre-payment review: a claim line for an EVV-required service with no matching EVV record is denied with EOB 3054, "EVV Record Required and Not Found". A different system can connect through Sandata's aggregator, but Colorado grants testing access only to a vendor with a sponsoring Colorado provider.

Live-in caregivers must be marked on the claim
Lines delivered by a live-in caregiver use Place of Service 99 (CMS-1500) or Condition Code 23 (UB-04). Other lines on the same claim must not carry those codes.
Exemptions are per member and expire
A live-in exemption is requested with the EVV Attestation of Exemption form for each member, and renewed at least every 365 days. Until it is validated, EVV is required.
Some exemptions need HCPF approval
Extenuating-circumstance exemptions (up to 365 days) and ADA reasonable-modification exemptions are pre-approved by HCPF.
Telemedicine is not automatically exempt
EVV-required services delivered by telemedicine still collect EVV unless the setting itself is exempt, such as an office visit.
Vendors need a sponsor
An alternate vendor must have a sponsoring Colorado provider before HCPF allows onboarding and testing.
One aggregator: Sandata's OpenEVV interface
Colorado agencies live inside two sets of rules: Colorado Department of Health Care Policy & Financing (HCPF)'s, and Sandata's. The software was built to both — the state's EVV requirements in the visit record, Sandata's interface in the connector — so the agency does the work once and the aggregator gets it in its own format. Provider choice model.
Three endpoints, one order
Clients, then employees, then visits, each posted as JSON and polled to completion before the next — the appendix's own rule. The software does exactly that, and reads each record's verdict back into the visit.
Certified once per state
A vendor registers with Sandata, receives UAT credentials under a sponsoring provider in the state, passes the interface test, and is then on file for every later agency in that state.
The addendum decides the codes
Which identifier a caregiver is known by (SSN or a custom ID), which the client is, the payer and program IDs, the reason-code table and the ID formats all come from the state's addendum — and live on the account, not in code.
Everything Sandata requires is the same in every Sandata state - the element-by-element requirements, the onboarding steps and the common questions are on one page. How Sandata EVV works.

Questions Colorado agencies ask
What does EOB 3054 mean in Colorado?
"EVV Record Required and Not Found" - the claim line is for an EVV-required service and no matching EVV record was found, so it was denied in pre-payment review.
How do live-in caregivers bill in Colorado?
Mark those lines with Place of Service 99 (CMS-1500) or Condition Code 23 (UB-04), with a valid member-level exemption on file that is renewed at least every 365 days.
Can a new EVV vendor test with Colorado on its own?
No. Colorado grants testing access only to a vendor that has a sponsoring Colorado provider.
Which Colorado programs does this cover?
Personal care, home health and HCBS waiver services (codes in the EVV program manual) — every service Colorado Department of Health Care Policy & Financing (HCPF) requires EVV for. Interface testing with Sandata is required and the vendor needs a sponsoring Colorado provider to get test access; a vendor already connected in Colorado skips testing for later providers.
Is there a free trial for Colorado agencies?
Yes. Colorado agencies that bill Medicaid and sign up by December 31, 2026 get 90 days free with no limit on clients: scheduling, the caregiver EVV app, documents, billing and the family portal. AI features are not part of the trial. Private-pay-only agencies get 15 days.
