Home care software built for Massachusetts Medicaid EVV.

Massachusetts routes EVV through Sandata (OpenEVV Alt-EVV). First Support Homecare captures every Medicaid visit with GPS clock-in and clock-out, coded reasons and an audit trail, and its Sandata connector is built to the published specification — the certification is completed with your agency as the sponsoring provider, at no cost to you.

AI does the paperwork: faxed referrals become client records and any PDF form becomes fillable in minutes. Your staff checks and signs, so a small office keeps up without another hire.

Where this standsStatus in Massachusetts: the Sandata connector is built to the published specification and tested against it and against a faithful mock of the aggregator. It is not yet certified in Massachusetts; certification is completed with the first Massachusetts agency as sponsoring provider, before any production visit is sent.
Massachusetts specifics

Massachusetts: one aggregator, several doors in

MassHealth runs EVV as an open model. Sandata is both the state's EVV system for agency-based services and the data aggregator - the database every visit ends up in. An agency can use Sandata's system or its own (MassHealth calls these Alt-EVV systems), but either way it has to identify its choice in the Provider Self-Registration Portal, and an Alt-EVV system has to integrate with Sandata and still capture all six federal elements.

What complicates Massachusetts is that the path depends on who the agency contracts with. MassHealth publishes separate EVV guidance for agencies serving fee-for-service members, for provider organizations that contract with Aging Services Access Points (ASAPs), and for those that contract with Senior Care Options (SCO) or One Care plans. An agency working across more than one of these needs to follow each set of instructions.

September 2026Hard edits scheduled for fee-for-service home health, Group Adult Foster Care (GAFC), and the ABI and MFP waivers: a claim without a matching EVV visit record is denied.

A matching visit or a denial

Once the hard edits are live, MassHealth's billing system pays these claims only when a corresponding visit is correctly recorded in EVV. A claim with no matching visit is denied.

Daily data

An agency on its own EVV system sends its data to the aggregator daily.

A published reason-code guide

MassHealth publishes its EVV edits and reason codes in one guide, so the reasons a visit can be flagged are known in advance.

Which programs are in scope

Home health, GAFC and the ABI and MFP waivers are named in the hard-edit rollout; MCO, ACO, ASAP and SCO/One Care services follow their own plan or contract guidance.

How EVV works in Massachusetts

One aggregator: Sandata's OpenEVV interface

Massachusetts agencies live inside two sets of rules: MassHealth (EOHHS)'s, and Sandata's. The software was built to both — the state's EVV requirements in the visit record, Sandata's interface in the connector — so the agency does the work once and the aggregator gets it in its own format. Open model for agency-based services; MyTimesheet for PCA and ASAP.

Three endpoints, one order

Clients, then employees, then visits, each posted as JSON and polled to completion before the next — the appendix's own rule. The software does exactly that, and reads each record's verdict back into the visit.

Certified once per state

A vendor registers with Sandata, receives UAT credentials under a sponsoring provider in the state, passes the interface test, and is then on file for every later agency in that state.

The addendum decides the codes

Which identifier a caregiver is known by (SSN or a custom ID), which the client is, the payer and program IDs, the reason-code table and the ID formats all come from the state's addendum — and live on the account, not in code.

Everything Sandata requires is the same in every Sandata state - the element-by-element requirements, the onboarding steps and the common questions are on one page. How Sandata EVV works.

Questions

Questions Massachusetts agencies ask

When do Massachusetts EVV hard edits start?

MassHealth scheduled them for September 2026 for fee-for-service home health, GAFC, and the ABI and MFP waivers. After that, a claim without a matching EVV visit is denied.

Can a Massachusetts agency use its own EVV system?

Yes. MassHealth runs an open model: an agency can use Sandata's state system or an Alt-EVV system that integrates with the Sandata aggregator, and names its choice in the Provider Self-Registration Portal.

Does it matter if we contract with an ASAP or an SCO plan?

Yes. MassHealth publishes separate EVV instructions for agencies contracting with ASAPs and for those contracting with SCO or One Care plans, in addition to its fee-for-service guidance.

Which Massachusetts programs does this cover?

Home health, GAFC, the ABI and MFP waivers, and MCO/ACO plan services — every service MassHealth (EOHHS) requires EVV for. An Alt-EVV system must integrate with the Sandata aggregator and capture all six federal elements. Hard claim edits are scheduled for September 2026 for fee-for-service home health, GAFC and the ABI/MFP waivers.

Is there a free trial for Massachusetts agencies?

Yes. Massachusetts agencies that bill Medicaid and sign up by December 31, 2026 get 90 days free with no limit on clients: scheduling, the caregiver EVV app, documents, billing and the family portal. AI features are not part of the trial. Private-pay-only agencies get 15 days.
